The committee voted (8-5) to give this plant an AM (Award of Merit), but on checking the RHS rules, it was found that there were insufficient votes cast for the award to be confirmed. (For an award to be confirmed, "the number of votes cast in favour of the recommendation must be at least double the number cast against it".)
